Against the warden's order, Luke Cage sends his team of rehabilitating villains away from the Raft supermax prison and into the heart of Shadowland, where Daredevil has declared marshal law and rules Hell's Kitchen with his ninja army. While the battle for New York rages above, the T-Bolts head into the sewers to rescue innocent victims of the former hero's madness. And when the likes of Juggernaut, Crossbones, Moonstone, Songbird, Ghost, Mach V, Fixer and Man-Thing run loose with no supervision, anything can happen!

Then, the Avengers' all-star lineup of Thor, Iron Man and Steve Rogers pays a visit to the Raft to evaluate the T-Bolts program and settle some scores with longtime enemies Juggernaut, Ghost and Crossbones!
